This paper examines whether the Korean development model which emphasized the suppression of domestic competition, mutualism between large and small firms, and support from public sector is also valid for the nurturing of entrepreneurial activities in the 21st century by investigating factors that may affect new niche explorations by ventures. Our study of Korean systems integration (SI) industry found that new niche explorations by SI ventures were affected positively by competition, negatively by commensal mutualism with large firms, and positively by support from public sector. However, support from public sector was found to reduce the positive effect of competition.
